News: Japan Leading in Competition for HSR Project Against China

Despite an expected strong competition from China, Japan has a good chance of clinching the tender for the Kuala Lumpur–Singapore High-Speed Rail (HSR) project as the country offers its best HSR proposal and technology, said Japan’s Ambassador to Malaysia Dr Makio Miyagawa.

He noted that the Shinkansen, which is the country’s longest serving HSR system, had not experienced any fatal accidents since it began operations in 1964.

“The system is also in the process of being adopted by India, Thailand and the United States, while already operational in Taiwan.”

He revealed that Japan does not plan on monopolising the benefits from the establishment of the 350-km project.

“Japanese industry players are very happy to cooperate with their Malaysian peers, to ensure the project benefits both parties,” said Miyagawa.

“We would also like to intensify human capital development alongside the transfer of technology to Malaysia and Singapore, and as this also enhances our chances of winning the bid for the KL-SG HSR.”

MYHSR Corporation Sdn Bhd last November called for the tender to appoint the project delivery partner for the multi-billion project.

Expected to start operations by 2026, the Kuala Lumpur-Singapore HSR link is expected to cost between RM50 billion and RM60 billion.

On the third Mass Rapid Transit (MRT3) project, Miyagawa explained that Japan’s industry players are still studying it.

“We feel this is a very important infrastructure venture for Malaysia to avoid the middle-income trap, as well as, reduce the problems of traffic jams and energy consumption,” he said.

The tender for the project was opened in November last year to both local and foreign firms.
